
Charter Commitments:
The Kawartha Highlands Signature Site Park Act, 2003 contains a provision that would allow for the construction of up to two new access roads into the park. We are following through with the Charter commitment to assess these potential new access roads which were generally defined in the Charter document. Under the Environmental Assessment Act, the Ministry of Natural Resource is legally obligated to undertake an assessment of the proposed access roads and alternatives under the Class Environmental Assessment of Provincial Parks and Conservation Reserves. Part of this assessment is to consider the “no-road” alternative for both the west and east sides of the park.

Ontario Parks has initiated a study to evaluate potential access road construction to the Kawartha Highlands Signature Site Park. Stantec Consulting Ltd. has been retained to carry out the study on behalf of the Province.
The study includes consideration of alternative ways of providing access to the Park from both Highway 28 on the east side of the Park and County Road 507 on the west. Consideration will be given to the ‘do nothing’ alternative, the use of existing roads, as well as the development of new access road locations on each side of the Park.
This study will be evaluated as a "Category C" project under the Class Environmental Assessment for Provincial Parks and Conservation Reserves, which requires the preparation of an Environmental Study Report (ESR). The study is being carried out in harmony with the park management planning process and is following the requirements outlined in Section 10 of the Kawartha Highlands Signature Site Park Act (2003).
